PLACING GREATER RESPONSIBILITY ON THE BANKING INDUSTRY IN COMBATTING ONLINE SCAMS

Yesterday, the Legal Affairs Division of the Prime Minister’s Department (BHEUU) hosted a briefing and discussion with Members of Parliament on the latest trends of online scams in the country, the prevalance of the same, and the measures, as well as responsibility, undertaken by banks in combatting online scams.

The briefing was attended by Members of Parliament, YBhg. Dato’ Sri Ayob Khan bin Mydin Pitchay, Deputy Inspector-General of Police, YBhg. Dato’ Sri Shamshun Baharin bin Mohd Jamil, Director-General of the National Anti-Financial Crime Centre, YBhg. Dato' Sri Ramli bin Mohamed Yoosuf, Director of the Commercial Crime Investigation Department – Royal Malaysian Police, YBrs. Dr. Norhana Endut, Assistant Governor of Bank Negara Malaysia, YBrs. Dr. Punitha Silivarajoo, Deputy Director-General (Policy and Development) of BHEUU, senior representatives from the Malaysian Multimedia Commission and the banking industry (Association of Banks Malaysia, Association of Islamic Banking and Financial Institutions Malaysia, dan Association of Development Finance Institutions Malaysia).

The briefing informed Members of Parliament on the latest trends of online scams at present and provided a platform for elected representatives to voice their concerns and issues relating to online scams faced by their respective constituents. We were informed that in just the period from January to June 2024 in itself, there have been some 15,589 cases of online scams reported entailing loss of some RM753.4 million. These figures are expected to increase by year end. 

Further, there was also an in-depth discussion held between Members of Parliament and representatives from banking industry on collective measures that have been, and that are being, undertaken jointly by banks to ensure that the cyber security standards of banks are always at their highest levels, in particular in respect of online banking services. 

During the discussion, Members of Parliament also raised views for the need to hold banks more accountable and place greater responsibility on their shoulders in combatting online scams. 

Following this discussion, BHEUU will analyse and consider in further detail each and every suggestion that was put forth by Members of Parliament who participated in the discussion yesterday, including the need for further laws and/or more amendments in this regard.
