Why has the percentage of Indian civil servants decreased, Datuk S Subramaniam?

In July this year, the MIC Secretary General and Human Resources Minister Datuk S Subramaniam had said that the intake of Malaysian Indians into the Malaysian civil service this year had surpassed the quota of 7.4% as agreed to following discussions with the Public Service Commission (PSC) and the Public Service Department (PSD)

Dr Subramanian has also said that 4000 Indian Malaysians were recruited by PSC this year while another 12,000 applicants had their applications rejected.

I had on July 22 challenged him to justify his figures and I had revealed that a parliamentary reply to my written question asking the Prime Minister to state the number of new government recruitment for the period from 2004 to 2009.

According to the reply, the number of new recruitment by PSC were as follows:
2009 ( as at 31.5.2009 ) - 23,522
2008 - 52,369
2007 - 38,373
2006 - 28,225
2005 - 17,031
2004 - 16,388
The number of Indians recruited for the above corresponding periods were 1179, 2367, 1182, 1150, 887 and 961.What I further said were " It is clear that as at 31..5.2009 this year, only 1179 Indians were recruited and this adds up to 5% of the total recruitment for the period. Dr Subramanian must therefore explain how from 31.5.2009 to yesterday, the total number of Indians recruited by PSC has gone up from 1179 to 4000. Where did he obtain the figure of 4000? Subra owes an explanation or he needs to correct his statement".

DAP parliamentary leader Sdr Lim Kit Siang has revealed the following in Parliament on 29.10.2009.

On the first day of the current parliamentary meeting on 19th October, in reply to the question by the Penang Chief Minister and MP for Bagan, Lim Guan Eng, the Deputy Minister in the Prime Minister’s Department, Datuk Liew Vui Keong said:

“Sehingga 31 September tahun ini, bilangan penjawat awam adalah seramai 1,222,947 orang. Daripada jumlah tersebut, pecahan mengikut kaum adalah seperti berikut:-

Kaum - Bilangan - Peratus (%)
Melayu - 932,225 - 76.2
Cina - 72,875 - 6
India - 50,140 - 4.1
Lain-lain - 167,707 - 13.7

I had also said on July 22 that official government statistics revealed in 2007 have shown that there were 17.4% Indians in the civil service in 1971 but this has dropped to 5.12 % in 2005 .And the above statistics show that the percentage of Indian civil servants has dropped further to 4.1%!

Will Datuk Subramaniam say that the cut off date for the above figures is at 31.9.2009 and that he can do wonders to substantially increase the number of Indian civil servants before the year ends?

He certainly owes the Indian community an explanation.

Let me ask MIC and also the " sounds like MIC , looks like MIC but is not the MIC " Makkal Sakti Party ---what has the Prime Minster Datuk Seri Najib promised to them about the ration of Indian civil servants?

Have MIC and Makkal Sakti Party failed to ask the Prime Minister or is it that Najib has not made any promise on this issue ?

Let me also ask Najib that in his 1 Malaysia concept, is there going to be a more balanced , multi racial civil service? If so , can he specify what are the racial ratios he is targeting at ? How is he going to go about achieving them and by when ?
